The analisis was conducted using static CGE model based on Social Accounting Matric data and Input Output Table data of 2008 and SUSENAS data. The result shows that corn import tariff removal impacted on economic performances, such as decreasing domestic production, import, and export of involved sectors, yet increasing domestic production of corn sector and other agriculture sectors. The increase of domestic production resulted on the raising of income level on all household classifications in the study, so that it raised the welfare. Import tariff removal impacted on the decrease of poverty level because household welface increased so that it can fulfill their daily needs. The increase of welfare on all clasifications of household impacted on the decrease of poverty, which included the level of poverty, the level of poverty gap, and the level of poverty inequality. Beberapa tahun belakangan, komoditas ini mulai dibudidayakan di Desa Pinggirsari yaitu sekitar 3 tahun yang lalu. Para petani beralasan bahwa usahatani bawang prei merupakan salah satu usahatani yang cukup menjanjikan. Di samping perawatannya yang relatif mudah, harganya pun relatif stabil. Penelitian dengan tujuan untuk: 1) mengetahui besar biaya rata-rata usahatani bawang prei, 2) mengetahui besar pendapatan rata-rata petani bawang prei, 3) mengetahui apakah usahatani bawang prei di daerah penelitian menguntungkan atau tidak, dan 4) menganalisis efisiensi pemasaran dengan pendekatan lembaga dan saluran pemasaran, telah dilakukan pada lahan dengan jenis tanah lempung berliat. Penelitian dilakukan di Desa Pinggirsari, Kecamatan Ngantru, Kabupaten Tulungagung, Jawa Timur selama kurun waktu pada bulan Mei 2013. Data yang dikumpulkan merupakan data primer dan sekunder. Jumlah responden yang diambil sebanyak 15 orang petani, 3 orang pengepul dan 3 orang pengecer. Pengambilan sampel dilakukan secara sengaja (purposive) dengan pertimbangan: a) karena keterbatasan waktu, biaya dan tenaga, b) di desa tersebut terdapat usahatani bawang prei pada musim tanam 2013, dan c) di desa tersebut merupakan sentra tanaman sayuran, salah satunya adalah bawang prei. Metode analisa data yang digunakan dalam penelitian ini adalah: 1) analisa biaya, 2) analisa pendapatan, 3) analisa R/C ratio dan 4) analisa efisiensi pemasaran. Hasil analisa biaya menunjukkan bahwa biaya total produksi sebesar Rp 30.779.396,-/ha. Hasil analisa pendapatan menunjukkan bahwa pendapatan rata-rata sebesar Rp 60.978.598,-/ha. Hasil analisa R/C ratio menunjukkan bahwa R/C ratio > 1, itu berarti usahatani bawang prei di daerah penelitian sudah efisien. Sedangkan hasil analisa efisiensi pemasaran menunjukkan bahwa marjin pemasaran sudah efisien, karena berada pada kisaran 0-33%. Sedangkan farmer’s share juga sudah efisien, karena nilainya jauh lebih besar dari marjin pemasaran pada masing-masing lembaga pemasaran. From the results of interviews and observations obtained in the field, law enforcement in the village of Gemaharjo Pacitan has been carried out well, namely the village head reprimanded with a cultural approach to the parties concerned. This approach is accompanied by education to utilize cow dung waste into something useful, not something harmful. Law enforcement can be carried out preventively and repressively, but law enforcement in the village of Gemaharjo Pacitan prioritizes prevention because the culture is so thick in the area that this approach is considered more humane to use.
